U.S. Foreign Assistance to Egypt

Egypt has received more than USD 85 billion in bilateral foreign aid between 1946 and 2020. In FY 2020, Egypt received USD 1.43 billion in foreign assistance, mainly from the U.S. Agency for International Development (USAID). Other assistance came from the Department of Agriculture and the U.S. Trade and Development Agency (USTDA). For FY 2021, the Trump Administration requested a total of USD 1.4 billion in bilateral assistance for Egypt, nearly all of which come from the FMF account and provides grant aid that Egypt can use to purchase and maintain U.S.-origin military equipment. The Biden Administration has so far disbursed USD 176.1 million, more than the USD 105.2 million obligated to Egypt.

U.S. economic aid to Egypt has been significantly decreasing over the past two decades as Egypt’s economic fundamentals continued to dramatically improve, and bilateral relations began emphasizing the notion of “trade not aid.” By 2020, U.S. economic aid to Egypt had gradually fallen to USD 125 million, compared to over USD 800 million in 1998.

Other foreign assistance categories include Nonproliferation, Anti-Terrorism, Demining and Related programs, International Narcotics Control and Law Enforcement programs and International Military Education and Training (IMET). IMET facilitates long-term U.S.-Egyptian military cooperation by providing military training to Egyptian officers.

USAID works in more than 130 countries to fight against the COVID-19 pandemic. Efforts include addressing the social and economic effect of the pandemic, mitigating its impacts and supporting recovery from COVID-19. USAID works with governments, multilateral institutions, non-governmental organizations and civil society to deliver and distribute vaccines, protect and train health workers, distribute key public health information, provide emergency food and critical humanitarian services and supplies and support continuity of basic services and social and economic support. Total USAID funding for the COVID-19 response in the MENA region reached USD 615.4 million.
